If he's focusing on 70% of Americans want, then by definition that is bi-partisanship. Unfortunately 70% of Americans are not Democrats and thankfully 70% of Americans are not Republicans. Therefore, there must be a mix of the two plus all spectrums in between in that 70%.

Take a look back to 1820, the Federalist party had effectively been finished. In the 1820 presidential election James Monroe ran without any opposition, everyone believed America was effectively united as one party, but the 1824 proved just how wrong that was. The 1824 election produced two new parties, which were effectively almost exactly the same as the two old ones, with a few adjustments for the changed environment.

Just how did the Federalist party get finished? Their opponents, the democratic republicans, effectively became 'Federalistized' in a lot of ways (though were always still some differences between the two). The Federalists also helped wipe themselves into oblivion once they were very powerless by looking like traitors in the New England states (their base) for meeting to consider a succession scheme.
