I've seen other presidents salute in civilian clothes. Of course, even if they didn't, they probably didn't look as haughty (good word!) and smug as el Shrubo, so I didn't notice it!

...which is that the picture is pointless. He didn't salute. He isn't supposed to. Neither was Reagan or those who followed him.

As far as Bush looking smug, no quarrel about that!

BTW: as per the salute, one does not salute unless in uniform, or under arms. There are certain exceptions, like if you are wearing a VFW Overseas cap, and, as CiC, the president 'could' offer a salute in response to a salute, but one should be consistent in that way, and NEVER be holding a dog, (or any other animal!), a cigarette/cigar, or anything else that could be construed as 'offensive'. The whole Ideology behind the salute is to show respect, and that you are not in a position to do the person so greeted harm.

I find it offensive that bush would even consider himself worthy of a salute, it a show of respect and honor; two things sorely lacking in this individual...:(
