Clinton to unveil plan to end Child Poverty
……- Feb 28th, 2008 at 8:28 am EST

Any parent or those concerned for our nations future will appreciate this. A detailed plan to help the children.

HANGING ROCK, Ohio - Democrat Hillary Rodham Clinton is offering a plan to improve childhood nutrition and setting a goal to reduce by half the 12 million youngsters living in poverty over the next dozen years.

A package of proposals, to be unveiled Thursday, includes a "comprehensive" early education initiative that starts with nurse's visits for pregnant women, lets children begin the Head Start program earlier and calls for universal pre-kindergarten programs.
…………

She was to spell out her proposals in a speech at the child care development center on Ohio University's southern campus.

……………
Clinton said she would direct her agriculture secretary to develop a plan to end childhood hunger. The nutrition effort would come largely through signing up more people for the food stamp program and expanding its benefits.

School breakfast programs would be universal in low-income neighborhoods under her proposal. She also would double the size of a summer nutrition program aimed at feeding low-income children when they aren't in school.

…………..

In addition, Clinton was calling for stronger programs aimed at cutting teen pregnancy as well as toughening child support enforcement programs to "support responsible fatherhood."

Clinton argues that roughly 12.9 million children live in poverty, with about 5 million living in extreme poverty. That means their families have incomes of less than half the federal poverty level.

……….
"While we celebrate America as a place where an individual's circumstances at birth should not determine his or her life chances, the fact is that economic mobility is now in decline in America," Clinton's background documents say. "Children born in poverty are likely to live in poverty their whole lives."

The effort to provide nursing care for pregnant women builds on a program she shaped as first lady of Arkansas, a program she said has been

11. let me guess.... a savings bond for every child born in the country and no way to fund the program
Oh, wait. She tried that already and it failed.

She has no credibility on any issue. I have no idea why she expects anyone to believe these last ditch efforts pulled out of focus groups and second string advisers.

18. Why do you need to be obnoxious?
She is highlighting an important issue, one that I believe she cares deeply about (and I don't usually say that about her). She got her start working on issues related to child poverty, and she has a lot of credibility on this issue. This might be smart strategically (help her win back some female supporters, etc), but that doesn't mean it's just a poll-tested message. This is an issue she's worked on for many years and genuinely cares about.

This is an issue she has a lot of credibility on, and while I believe she can be disingenuous about a lot of things, on this I believe she is very genuine and dedicated to making a difference. I think it's a great idea for her to return to her roots and talk about something she's passionate about. Good for her.

38.  McCain Rated As America’s Worst Senator For Children...Hillary will kick his ass!
Today, the Children’s Defense Fund Action Council released its 2007 Nonpartisan Congressional Scorecard. CDF reports some positive news, particularly that average scores for members of Congress “improved from the previous three years with more Members scoring 100 percent than in 2004, 2005 or 2006.”

Many, however, did not fare so well. Sen. John McCain (R-AZ) received a 10 percent rating — the worst in the U.S. Senate.

CDF ranked members on 10 votes affecting children:

1. Increase minimum wage (H.R. 2)
2. Increase funding for children with disabilities (S. Con. Res. 21)
3. Protect children from unsafe medications (S. 1082)
4. 2008 Budget resolution (S. Con. Res. 21)
5. SCHIP Reauthorization (H.R. 976)
6. College Cost Reduction and Access Act (H.R. 2669)
7. SCHIP (H.R. 976 - motion to concur)
8. DREAM Act (S. 2205)
9. Funding child health and education (H.R. 3043)
10. Improving Head Start programs (H.R. 1429)

McCain has missed 57 percent of Senate votes this session, being absent or voting “present” for 8 out of 10 children-related votes. McCain voted “yes” to increase the minimum wage; his only other vote was voting “no” on SCHIP reauthorization on Aug. 2, 2007:

Of course, she could have written and sponsored such a bill a long time ago--before * added a couple of million to the poverty roll--but if she's willing to be pinned down on this subject, this is a reason to support her.

I've been hoping that a close primary race would make the candidates compete on progressive issues.
