California gets far less back than it gives to the Feds. It cost more to live in California, we should be getting more back, not less.

Schwarzenegger to his credit was planning to unveil a universal coverage health plan alongside Democrats, costing another $15 billion, but now that may be underwater. The state has some nasty times ahead.
