6. Exactly, all Congress has to do is nothing (i.e. not pass legislation funding it)
The same could be used to bring Bush's war against Iraq to a grinding halt.

Yeah, so they'd have to cannibalize everything else to pay for it until they demand a supplemental and dare Congress to stop funding troops in the field fighting a foe who by that time would be causing all sorts of havoc for the US Army and Marine Corps in Iraq. And pigs will fly before Congress refuses to fund in that situation.

Did you hear the response to Bush's bellicose speech against Iran last week? I don't think so, unless you were following Barbara Lee or Dennis Kucinich and a handful of the others around, don't expect to hear anything... until the bombs drop and the words of praise flow freely and the "We support the troops" things starts.
