WASHINGTON U.S. Sen. Sherrod Brown of Ohio introduced a bill today to reform a 19-year-old federal law designed to give notice to workers losing their jobs. Mr. Brown took action a day after publication of The Blades investigation that found the law is so full of loopholes and flaws that employers repeatedly skirt it with little or no penalty.

That all, developing.
