American Policy Center's letter states bush creating "North American Union"

Anyone have any background on this? The most compelling bit of evidence in the letter (for me) is this statement, extracted from the following link:

Thus, on March 23, President Bush, President Fox and I signed the Security and Prosperity Partnership of North America that establishes the way forward on our continental agenda for security, prosperity and quality of life. It is a partnership that respects the past but is devoted to building for the future, to ensuring that we as North Americans are able to continue to thrive in a world in which China and India have emerged as economic giants.

Myth vs. Fact

Myth: The SPP was an agreement signed by Presidents Bush and his Mexican and Canadian counterparts in Waco, TX, on March 23, 2005.

Fact: The SPP is a dialogue to increase security and enhance prosperity among the three countries. The SPP is not an agreement nor is it a treaty. In fact, no agreement was ever signed.

What's most interesting is if you go to the first site and click on the link highlighted by the words "Security and Prosperity Partnership" it goes to a dead end... it's been removed by the Canadian authorities.

One issue of the APC's newsletter attacks longtime environmentalist and author Jeremy Rifkin as "anti-industry, anti-civilization, anti-people" and accuses him of preaching "suicide, abortion, cannibalism and sodomy."
