This is about upgrading the old fleet of C20B 1988s and C20H 1992 to the newer C-37s or C-40 with BEDS.

On the C-37 http://www.theaviationzone.com/factsheets/c37.asp we have this statement

Currently, there are three C-37s stationed at MacDill AFB, FL, two at Andrews AFB, MD, and one at Chievres, Belgium.

and from the post on the C-40( think 737)
one of the most luxurious planes in the Air Force's fleet -- the C-40 -- which boasts a private bed, an entertainment center, and a crew of 16."
