(from an interview between Rumsfeld and reporter Bob Woodward)
Woodward: Mr. Rumsfeld, —
Rumsfeld: Do I see a difference between saying “yes” we won't do this but “no” we'll do that with regard to staying the course with no benchmarks for the Iraqis and saying “no” to not altering our strategy and not being flexible in response to not having a specific timeline? Yes, of course not! Is there any reason for the Iraqis to take over saying “no” to the yes men in the militias simply because it's hard to say “yes” to the “no” votes in this new Democracy, who have, Lord knows, no reason whatsoever to say “yes” unless we stand up and say “no” to them, my goodness, yes, absolutely not! I've always never said that.
