Now I think I get it.
It is quite possible that Foley did not have physical sexual contact with minors.
I remember one of his messages that said "18. That's the magic number".

So what he had was similar to baseball's 'farm system'.
He culled the rookies in the 'minors', finding out which ones might, once they made the 'majors', be susceptible to his charms.

And every year he had a new, ripe (age 18 or over) crop to choose from.
Maybe not in violation of law, but it sure triggers my "icky" sense.

1. Yes, he was grooming them. As all good sexual predators do.
And even though they may have been technically legal when he actually had sex with them, it's still immoral, unethical, and yes, downright icky, too.

4. Frankly, it makes it all the more damnable, stalking at the workplace
using his position to develop contacts while demonstrating deliberate calculatedness that belongs to the truly evil.

While I know the Congress exempts itself from much law, I'd be surprised if John Q. Public will care about the niceties of working to develop coercive relationships with teens and then striking when they are old enough to butcher.

6. In the business world
what Foley did is called sexual harassment and it doesn't matter how old the employee is.

For an elected official, it is also an abuse of power.

Foley is guilty of a lot more then pedophilia.

7. Of course, if we are prosecuters looking for more "criminal counts"
We add to them and add to them in hopes of getting a punishments that are significant.

My point is that the average American voter is also an Average Parent and all the criminal charges are simply legal details about offenses that they as parents view as violations of societal taboos embedded in our culture much deeper than law.

8. Any prosecutor can bring a host of criminal charges against Foley
...it is a matter of carefully selecting the one or ones which will stick and put this guy away for a long time.
