Where are the media whores getting the 39% Clinton approval rating in 94?

Where are the media whores getting the 39% Clinton approval rating in 94?
I've seen it all over the "news" the past few days, they say Clinton had a 39% approval rating right before the 94 elections. Surprise surprise.. I did a quick Google and Clinton's approval was anywhere from the upper 40's to the low 50's, not 39%. 39% isn't even close, it's a flat out lie.

I know I shouldn't be surprised, but I can't really figure out why they'd lie about this. It can't be as simple as typical Clinton bashing can it? If it's meant to temper Bush's own pathetic mid-30's poll numbers, all that does is remind people how unpopular Bush is. It makes no sense.

1. Gallup poll for that year
1994: Starts year at 54% in January, but public sours on health care reform plan and job approval slips to 39% by September, with 54% not approving. Republicans sweep to power in Congress in November.

2. They're confusing it with the Congressional approval rating
and not the lowest rating, at that.

They just can't cope with the fact that a Democrat was popular and remained so while they did their worst to smear him, stymie him, and unseat him.

5. to bad the average person cannot take the time to realize
by using clinton`s poll numbers in relation to the mid term elections the democrats should regain the house and senate. either the media whores know this or they are dumber than a box of rocks
