recent federal court ruling against the Bush administration's wiretapping program is "just dead wrong" and will be reversed, Vice President Dick Cheney said Monday in Reno.

Cheney told about 6,000 delegates at the Veterans of Foreign Wars national convention that "sound policies by the president" have prevented terrorist strikes in this country since Sept. 11, 2001.

"To have come this far without another attack is no accident," Cheney said during a 35-minute address at the Reno-Sparks Convention Center.

Cheney's speech, a week before the fifth anniversary of Sept. 11, was closed to the public. The vice president was to attend a campaign fundraiser for about 100 people at the Reno home of former state GOP Chairman John Mason.
