Pentagon Can Now Fund Foreign Militaries
Congress has granted unusual authority for the Pentagon to spend as much as $200 million of its own budget to aid foreign militaries, a break with the traditional practice of channeling foreign military assistance through the State Department.

The move, included in a little-noticed provision of the 2006 National Defense Authorization Act passed last month, marks a legislative victory for Defense Secretary Donald H. Rumsfeld, who pushed hard for the new powers to deal with emergency situations.

so they do an end around. Typical.

Only good thing is 200 million is pocket change.

5. Well, since the Pentagon IS the state dept. now, and Rummy IS the
de facto Secretary of State/War, I guess this is the next step.

7. Another little known provision
this means little or no oversight and comports with Negroponte-Rumsfeld-Reich vision of the uber-military in secret roaming the globe securing energy sources, primarily FOR the Pentagon, and making the world safe for corporate investors.

Now of course we will force them to accept christianity and the american dollar all along the way.
