Multiple Personality Disorder when it comes to this administration. Come out with something outrageously illegal the administration is done, run a poll to see how Americans react, give the administration unfettered access to rebut, and drop the whole thing like a brick when Senators and Representatives start talking about doing something to limit the powers of our executive branch.

Are they scared? I don't know, but I don't really think so. I think they are just enjoying the phenomenal rise in their bank accounts due to our "thriving" economy for the already ultra wealthy.
