21. Yes - they have much to change on the site on an election day. So

the get ready for the changes and then they just slip them in quickly once the data (election results & stories) become available.

Often times the database is the easiest way to move new data onto a webpage so the site is set up, linked to a database, and you don't have to touch the webpage again. "Much quicker than changing the "web page design".
