5. I agree with short and sweet (funny how 9 words is too long these days!)
but I think your version attacks bush too directly. I'm taking the words of bush's apologist-of-the-week (David Kay) and trying to morph it into a usable sound bite that attacks the entire administration and it's raison d'etre. Since "massive intelligence failure" is already at the three-word-limit (ie: where's the beef, new and improved, rested and ready, etc) it's a little harder to pull it off.

But, I'm open for suggestions.

with a photo of Bush in the middle link....
