Obviously, bush. his freudian slips are well documented. judy's lieing when she says she can't remember who gave her the name "valerie flame"
bush was thinking flame her, take her out, and mixed up the names.

Flame is more obvious than Plame. More evidence that she's a shoddy "journalist," as you ALWAYS check the spelling of names.

The names are off, but not by much: Victoria Wilson and Valerie Flame. Together they provide the last name and first name of the agent. Knowing that the exact identity of the covert agent was radioactive material for her to handle, Miller entered the name in unconnected notes and in 2 variations instead of correctly. It's a way of trying to record the name accurately (Valerie Wilson) while fudging the issue of her possession of secret information.
