1. Cheney's "twitchy" hand
"...My learned husband, upon hearing of Cheney's twitchy hand and the concealment thereof in a convenient pocket, reminded me of the last "world" leader to have such a problem: Hitler.
In Hitler's case, it has been surmised that it was due to drug addiction of the meth variety. In Cheney's case, I would guess a stroke or a drug reaction connected to a major medical condition we haven't (and won't be) imformed of..."

2. Could be Parkinson's too
Look at old Michael J Fox videos, he kept his hand in his pocket for years before he went public with his condition.
