Drowning New Orleans

A major hurricane could swamp New Orleans under 20 feet of water, killing thousands. Human activities along the Mississippi River have dramatically increased the risk, and now only massive reengineering of southeastern Louisiana can save the city.

New Orleans is a disaster waiting to happen. The city lies below sea level, in a bowl bordered by levees that fend off Lake Pontchartrain to the north and the Mississippi River to the south and west. And because of a damning confluence of factors, the city is sinking further, putting it at increasing flood risk after even minor storms. The low-lying Mississippi Delta, which buffers the city from the gulf, is also rapidly disappearing. A year from now another 25 to 30 square miles of delta marsh--an area the size of Manhattan--will have vanished. An acre disappears every 24 minutes. Each loss gives a storm surge a clearer path to wash over the delta and pour into the bowl, trapping one million people inside and another million in surrounding communities. Extensive evacuation would be impossible because the surging water would cut off the few escape routes. Scientists at Louisiana State University (L.S.U.), who have modeled hundreds of possible storm tracks on advanced computers, predict that more than 100,000 people could die. The body bags wouldn't go very far.

A direct hit is inevitable. Large hurricanes come close every year. In 1965 Hurricane Betsy put parts of the city under eight feet of water. In 1992 monstrous Hurricane Andrew missed the city by only 100 miles. In 1998 Hurricane Georges veered east at the last moment but still caused billions of dollars of damage. At fault are natural processes that have been artificially accelerated by human tinkering--levying rivers, draining wetlands, dredging channels and cutting canals through marshes. Ironically, scientists and engineers say the only hope is more manipulation, although they don't necessarily agree on which proposed projects to pursue. Without intervention, experts at L.S.U. warn, the protective delta will be gone by 2090. The sunken city would sit directly on the sea-- at best a troubled Venice, at worst a modern-day Atlantis.

As if the risk to human lives weren't enough, the potential drowning of New Orleans has serious economic and environmental consequences as well. Louisiana's coast produces one third of the country's seafood, one fifth of its oil and one quarter of its natural gas. It harbors 40 percent of the nation's coastal wetlands and provides wintering grounds for 70 percent of its migratory waterfowl. Facilities on the Mississippi River from New Orleans to Baton Rouge constitute the nation's largest port. And the delta fuels a unique element of America's psyche; it is the wellspring of jazz and blues, the source of everything Cajun and Creole, and the home of Mardi Gras. Thus far, however, Washington has turned down appeals for substantial aid.

Fixing the delta would serve as a valuable test case for the country and the world. Coastal marshes are disappearing along the eastern seaboard, the other Gulf Coast states, San Francisco Bay and the Columbia River estuary for many of the same reasons besetting Louisiana. Parts of Houston are sinking faster than New Orleans. Major deltas around the globe--from the Orinoco in Venezuela, to the Nile in Egypt, to the Mekong in Vietnam--are in the same delicate state today that the Mississippi Delta was in 100 to 200 years ago. Lessons from New Orleans could help establish guidelines for safer development in these areas, and the state could export restoration technology worldwide. In Europe, the Rhine, Rhone and Po deltas are losing land. And if sea level rises substantially because of global warming in the next 100 years or so, numerous low-lying coastal cities such as New York would need to take protective measures similar to those proposed for Louisiana.

Washing Away - 5 part series

Water is never far from New Orleanians. Just outside the city, saltwater intrusion is destroying marshes, including this one near the Bayou Bienvenue-Florida Avenue Canal between New Orleans and St. Bernard Parish. Now that cypress trees and other vegetation have died, erosion will accelerate, further stripping the region of its natural protections against hurricanes.

There currently is no defense against a surge from a major storm, a Category 4 or Category 5 hurricane on the Saffir-Simpson scale used by meteorologists. Such storms can generate surges of 20 to 30 feet above sea level — enough to top any levee in south Louisiana. Sustained winds from major storms — 131 mph to 155 mph for a Category 4, even more for a Category 5 — can shred homes and do damage to almost any structure.

If enough water from Lake Pontchartrain topped the levee system along its south shore, the result would be apocalyptic. Vast areas would be submerged for days or weeks until engineers dynamited the levees to let the water escape. Some places on the east bank of Orleans and Jefferson parishes are as low as 10 feet below sea level. Adding a 20-foot storm surge from a Category 4 or 5 storm would mean 30 feet of standing water.

Whoever remained in the city would be at grave risk. According to the American Red Cross, a likely death toll would be between 25,000 and 100,000 people, dwarfing estimated death tolls for other natural disasters and all but the most nightmarish potential terrorist attacks. Tens of thousands more would be stranded on rooftops and high ground, awaiting rescue that could take days or longer. They would face thirst, hunger and exposure to toxic chemicals.

"We don't know where the pipelines are, and you have the landfills, oil and gas facilities, abandoned brine pits, hardware stores, gas stations, the chemicals in our houses," said Ivor van Heerden, assistant director of the LSU Hurricane Center. "We have no idea what people will be exposed to. You're looking at the proverbial witch's brew of chemicals."

While New Orleans went to hell, George Walker Bush golfed and made speeches.

When the National Guard was needed more than ever at home, the Bush Administration has them spread around the Middle East for Oil and Empire.

Tell us again how opting out of Kyoto would 'negatively affect our economy'. That story is even better than 'My Pet Goat'...

At the Washington Post is the timeline describing how Bushco contributed to this well-foretold disaster with cronyism and budget cuts:


Washington Monthly

January 2001: Bush appoints Joe Allbaugh, a crony from Texas, as head of FEMA. Allbaugh has no previous experience in disaster management.

April 2001: Budget Director Mitch Daniels announces the Bush administration's goal of privatizing much of FEMA's work. In May, Allbaugh confirms that FEMA will be downsized: "Many are concerned that federal disaster assistance may have evolved into both an oversized entitlement program...." he said. "Expectations of when the federal government should be involved and the degree of involvement may have ballooned beyond what is an appropriate level."

2001: FEMA designates a major hurricane hitting New Orleans as one of the three "likeliest, most catastrophic disasters facing this country."

December 2002: After less than two years at FEMA, Allbaugh announces he is leaving to start up a consulting firm that advises companies seeking to do business in Iraq. He is succeeded by his deputy, Michael Brown, who, like Allbaugh, has no previous experience in disaster management.

March 2003: FEMA is downgraded from a cabinet level position and folded into the Department of Homeland Security. Its mission is refocused on fighting acts of terrorism.

So now, here we are;

"This is a national disgrace," said Terry Ebbert, head of New Orleans' emergency operations. "FEMA has been here three days, yet there is no command and control," Ebbert said. "We can send massive amounts of aid to tsunami victims but we can't bail out the city of New Orleans."

"We have got a mayor who has been pushing and asking but we're not getting supplies," he said. He said the evacuation was almost entirely a Louisiana operation. "This is not a FEMA operation. I haven't seen a single FEMA guy."

Mayor Ray Nagin, in issuing his dire plea in a statement to CNN, said: "Right now we are out of resources at the convention center and don't anticipate enough buses. Currently the convention center is unsanitary and unsafe and we are running out of supplies for 15,000 to 25,000 people."

Dead bodies outside center Outside the center, people complained that they were evacuated, taken to the convention hall by bus, dropped off and given nothing.


Cronyism & budget cuts amplified the disaster of New Orleans.

Diversion of the National Guard to Iraq made it worse.

Period.

And all the while, as people die, the head of FEMA is
spinning his incompetence;

Unfortunately, that's going to be attributable a lot to people who did not heed the advance warnings," Brown told CNN.

"I don't make judgments about why people chose not to leave but, you know, there was a mandatory evacuation of New Orleans," he said.

"And to find people still there is just heart-wrenching to me because, you know, the mayor did everything he could to get them out of there.

"So, we've got to figure out some way to convince people that whenever warnings go out it's for their own good," Brown said. "Now, I don't want to second guess why they did that. My job now is to get relief to them."

FEMA director Mike Brown, a “total fucking disaster”

“An unmitigated, total fucking disaster.” That’s not a quote from Mike Brown, but rather, a quote describing him. And most disturbingly, it’s not even a reference to his dismal performance as director of the Federal Emergency Management Agency (FEMA). This blunt critique was emailed to me from a regular reader who was apparently attracted to HorsesAss.org by her passion for politics and her love of Arabian horses.

I think I’ve told you that I’m into Arab horses. Well, for 3 years Michael Brown was hired and then fired by our IAHA, the International Arabian Horse Assoc. He was an unmitigated, total fucking disaster. I was shocked as hell when captain clueless put him in charge of FEMA a couple of years ago. He or the WH lied on the WH presser announcing him to FEMA. IAHA was never connected to the Olympic Comm, only the half Arab registry then and the governing body to the state and local Arabian horse clubs. He ruined IAHA financially so badly that we had to change the name and combine it with the Purebred registry.

I am telling you this after watching the fucking shipwreck in the Gulf. His incompetence is KILLING people.


Yes, that’s right… the man responsible for directing federal relief operations in the aftermath of Hurricane Katrina, sharpened his emergency management skills as the “Judges and Stewards Commissioner” for the International Arabian Horses Association… a position from which he was forced to resign in the face of mounting litigation and financial disarray.

And what of that misleading White House press release?

From 1991 to 2001, Brown was the Commissioner of the International Arabian Horse Association, an international subsidiary of the national governing organization of the U.S. Olympic Committee.

I can’t even begin to fact check the dates or IAHA’s alleged relationship to the US Olympic Committee, because of course, the IAHA doesn’t exist anymore, so there’s nothing to Google. But it begs the question… how the hell did his prior job experience prepare Brown to head FEMA?

Well, judging by his agency’s performance over the past few days… it didn’t.
