Did British intelligence have advance warning of an attack ??

Since they made public an announcement a week or two ago that they planned on "withdrawing" from Iraq? Was that a message to the "terrorists" from which they had received threats? Is that why they made the announcement - to counter any possible attacks or threats? Just curious?
