Republicans declare war on California's democrats...............

Republicans declare war on California's democrats...............
the austrian bully and his national base of support have declared war on the democrats' majority in California by proposing a series of electoral initiatives designed to punish key groups who support the democrats. The process to be used to implement these measures is described below, after the numbered items. Items 1 thru 4 are bills intended for introduction into the legislature by republicans.

1) Public pension reform (targeted groups: government employees, particulary those working for the state or public schools, and their unions) - a bill will require that all new hires who would contribute to the state's 2 biggest government employee pension plans (CalPERS and CalSTRS) will have to contribute to defined contribution (401 K type) plan rather than the current defined benefit plan, assuring that those employees would not get a defined (read: guaranteed specific amount) retirement, but would just have to hope their 401 K type plans would provide adequate retirement. Current employees can keep the current plan unless they change districts, in which case they will lose current defined benefits and be dumped into the other pool. The new law will override ALL negotiated employee-employer contracts.

2) Education(the "merit pay" proposal)-(targeted group is California Teachers' Association) - this bill requires districts to base any teacher employment decision ONLY on annual assessment of employee performance,which in turn is based results of standardized testing of students, barring any seniority consideration, and overrides any existing collective bargaining agreements. The flaw of this approach of course is that it disallows any consideration of the roles that students play in participating in their own achievement. Assessing the teacher based solely on results of standardized testing of other people does not accurately assess the instruction that was provided by the teacher.
If the teacher is to be held accountable on this basis, does this mean that students who have no "merit" should be fired too (kicked out of school?)

3) Budget reform (target group: the voters of California who approved Proposition 98, i.e., the Democratic party majority in California) - this bill would gut Proposition 98, a voter approved initiative that provided a funding formula for schools, and passage of this bill would go against the will of the electorate.

4) Redistricting (target group: elected democrats in the legislature) - require redistricting be done by a panel of 3 state and/or retired judges, selected by a group called the "Judicial Council". This bill takes the issue out of the hands of the voting electorate who can always hold representatives accountable in an election, but will be unable to do so forever after.

Items 1 thru 4 above are intended as amendments to the constitution of California, and must have approval of 2/3 of the legislature and also a majority of voters statewide. It is doubtful any of these measures will get 2/3 legislature approval as the democrats are in the majority, THEREFORE

Arnold the bully is marshalling his out of state millionaire money sources to pay for initiatives to go on a California special election he wants to have this fall. A veritable army of paid political prostitutes will circulate petitions for voter signatures to put these ideas on the ballot, along with dozens of other initiatives.

All of these initiatives will be funded by a nationwide corps republican party contributors, who are not, according to arnold, special interests, because they are contributing money to go against the will of the democratic legislature, a group arnold has called "addicts", the "source of evil", and of course, "girlie men".

Our legislature is going to approve a republican to replace a resigned democrat (secretary of state), aiding an abetting a coup by the republicans, instead of demanding arnold nominate a democrat for the post. The legislature can legally turn down nominees until hell freezes over, but will not, because they want to be nice and appear to be reasonable. If our own elected democrats will not support the state's democrat majority, what hope is there?
