If anyone has a server that we could use to broadcast online - liberal radio - presumably Shoutcast - kind of like Air America, but even BETTER, NO COMMERCIALS, more programming (including original programming) and independent programming to appeal to moderates and others as well, PLEASE let me know through this thread!

There are shoutcast servers out there, but you have to pay for bandwidth, just like any website does. Expecting someone to provide you with their server and the bandwidth needed for free is expecting an awful lot, imho. What you need is the backing of some progressive 527 organizations who could provide you with the necessary operating funds in exchange for an occasional "shout out" about their websites or events. What you will also need are recognizable "hosts" for each time slot --- in order to attract that kind of funding.
Unless you plan on doing this on a shoe-string budget, and bearing all the costs yourself, my first suggestion would be to use some traditional methods for startup businesses. You can find those on the Small Business Administration (gov't) website. Likely the first step is to come up with a workable business plan.

If someone is enthusiastic about it as well and is willing, anyone could provide that bandwidth.
I'm not expecting to be anywhere near as big as Air America - maybe only a few hundred listeners listening on the stream.
