I don't think the context of this appearance is helpful to Bush. He certainly didn't have a very powerful response planned for it. His statement about the tape was kind of tepid, if this was all Rove's doing.

Scepticism about the official propaganda version of 9/11 is rising steadily, and most especially in some key swing states like Colorado.

There very well may enough Libertarian-end repugs in some Western states to swing the election away from Bush. And the 9/11 scepticism of the youngest voters all over is rising quickly, and Eminem/GNN video hit Mosh is just one symptom of that. It was crucial for Bush to re-affirm the official 9/11 myth and remind young voters that Kerry has not challenged it.
