The DNI document (the PDF is dated 9/6/06) asserts that such a plot was disrupted; Bush's statement on 9/15/06 closely tracks what the DNI statement claimed about the "Tall Buildings Plot." It's logically possible that both these statements were hyped or contrived. Regardless, there's no apparent reason to think that Bush's statement had to do with 9/11.

IMO it was probably a precursor to the 9/11 plot (which was then changed) or an idea for a plot (which was never actually initiated).

On edit: But, as KSM was tortured and the tapes destroyed, we don't know exactly what KSM said or how credible it is.

I don't try to follow all the details, but it's a slam dunk that detainees under torture have 'admitted' things that they made up on the spot, and it's at least likely that U.S. officials would subsequently take credit for 'disrupting' plans that never existed. (I'm not expressing any opinion in this particular case, because I have no basis for an opinion.)

years after 911 as well. SO knowing the government KNEW about plots to use explosives to cause damage to tall buildings by these same terrorists groups
