September 11, 2001 a random date that four war games are planned on. Was it a random date? Who was running the war games and what was rummy doing during this time?

1. We don't know

However, we do know that most of these exercises were normally scheduled in October each year. Earlier in 2001, they were moved to around 9/11. So I think you had a bigger conglomeration than usual with the ones normally in September and the October ones combined.

Who was running it? We don't know. Michael Ruppert suggests Cheney was ultimately in charge of coordinating. Rummy? He claims to have been out of the loop the whole time.
