ARAFAT: MAN OF WAR

JEWS and Arabs have argued for years about who killed the Oslo peace process. Efraim Karsh's "Arafat's War" is a book to settle the argument.

Yasser Arafat, the author shows us, isn't simply an ordinary thug. He is an inveterate terrorist addicted to bloodshed the way other men take to alcohol or heroin. His single, non-negotiable objective has remained constant: the complete destruction of the Jewish state.

In the '60s, Arafat believed Israel might be conquered through the combined force of neighboring Arab armies and terrorism. Following the Yom Kippur War in 1973, however, he switched to a "phased strategy" aimed at seizing Israeli-controlled territory piece by piece. As Karsh argues, the Oslo process fit in perfectly with this plan: Arafat saw the creation of the Palestinian Authority as a mere beachhead for further struggle.
