secretary is agreeing to the suggestion by the government that is responsible for those soldiers
that UK laws should be changed so that the chances of those soldiers facing justice in UK courts is

British UN worker unlawfully shot A British UN project manager shot by an Israeli sniper was unlawfully killed, a UK inquest has concluded.
Iain Hook, 54, of Felixstowe, Suffolk, was in a UN compound in Jenin when he was shot in November 2002.
On Friday, jurors unanimously agreed Mr Hook, who was born in Essex, had been the victim of a "deliberate" killing.

'Unlawful killing' of Gaza Briton A Briton shot dead by an Israeli soldier in Gaza was "intentionally killed", an inquest has ruled.
Tom Hurndall, 22, from Tufnell Park, north London, was shot in April 2003 as he moved children away from the Israeli army in the Palestinian town of Rafah.
A soldier has already been jailed for his manslaughter, but Mr Hurndall's family believe blame goes higher up.

The jury said: "He was shot intentionally with the intention of killing him.
"The jury would like to express its dismay with the lack of cooperation from the Israeli authorities."
His family now say they want the British Government to carry out its own investigation of five officers named during the inquest.
Coroner Dr Andrew Reid said he will write to the Attorney General to see if there is any further legal action which could be taken relating to Mr Hurndall's death and that of 34-year-old James Miller.

Gaza Briton family demand action The family of a Briton shot dead by an Israeli soldier in Gaza has demanded the UK government takes action against the man's commanding officers.
An inquest on Monday returned a verdict that Tom Hurndall, 22, from London, was "intentionally killed" in April 2003.
One soldier has been jailed, but Mr Hurndall's family say more Israeli troops should be held responsible.

A jury at St Pancras Coroner's Court in London ruled on Monday Mr Hurndall had been unlawfully killed, and expressed dismay with the lack of co-operation from the Israeli authorities.
The murder of a civilian by a soldier is regarded as a war crime under the Geneva Convention, and can be tried in British courts regardless of where the death took place.
Taysir Hayb, a Bedouin Arab soldier, was convicted of manslaughter in 2005 over Mr Hurndall's death and jailed for eight years.
A court martial held after Mr Miller's death took no action against any soldier involved in that incident.

Beckett to respond to Gaza death The Foreign Secretary has told the family of a British cameraman murdered in Gaza that she will ask Israel to take action following his death.
James Miller, from Devon, was killed by an Israeli soldier in May 2003.
In a meeting on Thursday, Margaret Beckett told his family she would call for Israel's Foreign Secretary to look into the investigation of the death.
She said she would also urge Israel to look at the responsibility of the soldier who fired the fatal shot.

Film-maker 'murdered' by soldier A British cameraman shot dead in the Gaza Strip by an Israeli soldier was murdered, an inquest jury has decided.
James Miller, 34, from Devon, was shot by a soldier from the Israeli Defence Force (IDF) while making a film in a Palestinian refugee camp in 2003.
An Israeli investigation in April 2005 cleared a soldier of misusing firearms.
Coroner Andrew Reid had told the jury at St Pancras Coroner's Court, London, on Thursday to return a verdict of unlawful killing.

The jury spokeswoman added: "It is a fact that from day one of this inquest the Israeli authorities have not been forthcoming in the investigation into the circumstances surrounding Mr Miller's death."
Metropolitan Police Det Insp Robert Anderson told the inquest on Thursday that Israel had been "uncooperative" during their own investigations into the shooting.
