WY: Constitution Carry Passes House 42-15, Goes to Senate.

CHEYENNE, Wyo. (AP) - The Wyoming House has advanced a bill that would allow residents to carry concealed guns without a permit provided that they can demonstrate they're familiar with firearms.

The House voted 42-15 on Monday to send House Bill 113 to the Senate.

The House amended the bill to specify that citizens would have to demonstrate their familiarity with guns by passing a certified firearms safety course or have a background of military or police service.

2. Constitution Carry is what some in the RKBA movement are calling it.
By that we mean the right to carry without a permit is what the Constitution implies, and that the Framers did not envision a permit system. Yes, all the states do owe VT a debt of gratitude in keeping Constitution Carry as the standard for all this time.

4. Well, it is. But the proper term is still "concealed carry."
Anyway I don't see how this bill is much different from a good permit system. In my view the ideal permit system would be a full background check plus a simple proficiency exam: show that you know how to properly load, fire, safety, clear, and store a pistol. If you don't already, let them have classes available to show you.

Bear means to carry on your person and use in time of need.

6. And in Wyoming at least it is.
It'll be interesting to see how things go in Wyoming over the next few years. My best guess is it won't really be that big of a deal.
