New Jersey unveiled a series of steps it wants to take – such as expanding the capacity of mass transit and limiting future development — to meet the state’s goals of aggressively reduce greenhouse gas emissions.

The plan calls for a long laundry list of actions, such as promoting energy-efficient buildings through tax credits, developing more wind and solar power, prohibiting trucks from idling for long periods, investigating rail shuttle, requiring certain landfills to generate electricity and blocking any future plans to build coal-fired power plants.

The state would limit 90 percent of new development to areas already served by public infrastructure, and promote energy efficiency so that all new buildings constructed after 2030 would have a net zero energy consumption.

The proposals “will virtually end our dependence on fossil fuels, grow the economy with new green-collar jobs, clear our air, and set a strong model for the nation to follow,” said Matt Elliott of Environment New Jersey, an environmental advocacy group. “The plan is the nation’s strongest and most comprehensive to slash greenhouse gas emissions.”
