When is INN coming?

I heard about a news channel called "International News Network" scheduled to be launced sometime this year. I cannot recall where I saw it but maybe some of you guys know.

From what I heard, it's from a company based in France, meaning that we might finally have a news channel that is not owned by the Ministry of "Truth".
