Is this a case of The Miami Herald trying to play up the old "he gassed his own people!" line to the compliant, Fox-fed U.S. audience?

but it's not unusual at all for a paper with U.S./international versions to put out different layouts on each. They know that the international headline will play better overseas, as they don't buy a lot of the U.S. propaganda about Hussein, whereas over here, they know that people will lap just that up.

If you're talking about whoring for money, you'd be absolutely right here, but I doubt ideology has much to do with it.
