1. That last option needs to be amended for Texas violators.

They should have to round up loose carts in August at 5:00pm, when it's 100 degrees outside. I'm sure that asphalt is REALLY comfortable.

3. They ought to do what they do in Canada ...

You give them a deposit in exchange for a cart...and then when you return it to the proper place, you get your money back. Greedy Americans would love it.
