I spent an entire day creating a video commemorating Ted Kennedy and I can't get it up on YouTube because I'm using a Green Day song. OK, I get it, I need permission to use the song but I have no idea how to get it.

do a search for records for the song title with the group name as keyword; the copyright records that start with "SR" are sound recording master use rights owners (usually a record company). Reprise owns a lot of Green Day's recordings - but not all.

There's Yahoo Video, Google Video, Daily Motion, Veoh, Truveo, etc.

I've never used any of them, and if I did the bands I listen to wouldn't care if I used a song of theirs, but it might be worth a try. I'm not sure if they all do copyright stuff like YouTube does.
