A microwave oven is essentially a transmitter and antenna (waveguide). An empty microwave would present no load to the magnetron which would create a horrible transmission mismatch, resulting in a great deal of reflected power adding to the transmitted power resulting in higher than normal peak voltage. However, I expect that most modern microwave ovens are designed for this almost certain eventuality.
