If you take ice out of the freezer, let it melt, and then re-freeze it, can it be safely ingested?

you have to throw it out.
The cold>heat>cold transition changes the ionic bonds between the hydrogen and oxygen and transforms it into a poison, commonly referred to as HOH. It is deadly. Do NOT under any circumstances ingest this substance.

If this is the ice that forms on the sides of the Freezer wall I would say no because it's too hard to get it to stick to the wall later.
