Help! Neighbors dog barks/ city requires two logs by separate people.

Hi again,

About a month ago I posted here for suggestions on nuisance dog barking by my neighbors daschund. This is a follow up post and request for more ideas. So I called animal control and they sent a letter and educational materials to the neighbor. My husband sent her an email titled 'your dog', which she claimed not to have received despite using an email addy she sent us from a prior HOA email. The dog is quieter but still barks outside at around 8 am or before on their way to work and at other times, always outdoors. She takes the dog with her to the office daily a block away. So she has stopped it from barking in front of our house which is in between two buildings that created an echo chamber but it starts barking a few feet away out the entry way and down the street for about 150 feet. Sometimes its not as bad sometimes its worse. The dog is literally barking at the air it seems a dozen or more times. I have been keeping a log and have at least 16-20 incidents of this since April 29. The city requires you to keep a log and find another household to keep a log as well, starting after the initial 30 day period from when you made the first call. I also did find out someone named Carrie called in once to complain about the dog but didn't file a complaint and never called animal control back. Chances are its a neighbor behind or to the side of me and I could go around and look for her. But everyone else leaves for work here before the owner leaves so I am not hopeful of getting anyone to keep a log and be willing to testify if the owner contests this. So any short cuts?

2. I'd just talk to the owner.
I'd suggest that she get the dog spayed/neutered if it hasn't been done yet. Also that the dog be corrected when behaving like this. They might be wise to invest in a corrective collar. Not the shocking variety, but the kind that emits a sound or scent.
