Who do I have to kill to find a 12" stainless steel blind flange?
Two hours. Dozens of vendors. Only one makes what I need, and they're in Dusseldorf. They don't even use inches in Germany ferchrissakes!

2. Maybe a fab shop can do one for you.
I've had good luck with shipyards making some up on short notice.

3. I work on a government project...
...such things would send them into apoplectic seizures, spending three times what it would cost to just get it done to show that it isn't cost-effective.

5. Is it a military or defense project?
If so, you have a DFARS (Defense Federal Acquisition Regulation Supplement) issue. You can't buy from a German company. You'd have to get it fabricated locally.
