The Daily Telegraph understands 32 units of the 112-unit building are being used either as massage parlours or brothels.

Amid claims Bondi Junction now has the highest concentration of sex outlets in Sydney, residents and landlords have complained to Waverley Council that use of the six-storey building for sex services has escalated in recent years.

Raphael Shammay, whose family owns 12 units in the Newland St complex, described the building as "a big seedy brothel".
