All of my pets have been strays. The only times I have ever purchased one from a pet store were a mouse for my son and a lizard for my nephew. (I have a hard time really considering them as pets.) I have never seen the smaller creatures at the animal shelter though.

The exception would be a place like PetsMart, that doesn't sell animals but frequently offers space for animal rescue organizations adopting out pets. I have to admit that this survey opened my eyes to the possibility of adopting small animals from shelters. I was aware of dogs and cats of course, and had heard that shelters get a lot of rabbits after Easter. But I really hadn't thought about hamsters, snakes, birds, etc.
