What does "region Code" mean on a DVD?

What does "region Code" mean on a DVD?
I am looking at a set of DVD's for a TV Show my husband wants. His B'day is in Sept. so I was going to buy the set for him. It's VERY EXPENSIVE to buy even from Amazon ($179.00) so I checked Ebay. There are several listed. Some are new and some are used, though the individuals state they watched them once. Some of them indicate a Region Code: 1 but I have no idea what that is? I've heard lots of DVD's are copies, or imports, so I was wondering if this Region Code was an indicator of an original?

Each DVD-Video disc contains one or more region codes, denoting the area(s) of the world in which distribution and playback are intended. The commercial DVD player specification dictates that a player must only play discs that contain its region code. In theory, this allows the motion picture studios to control the various aspects of a release (including content, date and price) region-by-region. In practice, many DVD players allow playback of any disc, or can be modified to do so. Entirely independent of CSS encryption, region coding pertains to regional lockout, which originated in the video game industry.

6. There are 8 regions in the world for DVDs.

REGION 1 -- USA, Canada
REGION 2 -- Japan, Europe, South Africa, Middle East, Greenland
REGION 3 -- S.Korea, Taiwan, Hong Kong, Parts of South East Asia
REGION 4 -- Australia, New Zealand, Latin America (including Mexico)
REGION 5 -- Eastern Europe, Russia, India, Africa
REGION 6 -- China
REGION 7 -- Reserved for Unspecified Special Use
REGION 8 -- Resevered for Cruise Ships, Airlines, etc...

The encoding is built into the DVD player and it's intended to inhibit DVD piracy.

9. I got mine at Frys in Plano, TX

edited to add: I would just go to a decent electronics store and ask someone working in the TV section. The sales person just told us about it when we needed someone to get the box. Wasn't any more cost than the others.

11. I don't think it was on the box, it was in the owner's manual

and the sales person knew it was.

13. You can change the region code in the Device Manager properties for
CD/DVD.

Caution you are allowed only a certain amount of changes for the lifetime of the DVD reader device. (usually only 4).

When you buy a used one, if it has been changed 4 times, you are stuck with the region it comes with.
