23. Buh? When I say shapeshifting, I'm talking about...

...altering the body entirely. Big things like growing a prehensile tail, or a few extra arms, or turning into a short-faced bear, or dissolving into protoplasmic goo and sneaking through air vents/plumbing pipes.

Small-scale alterations past changing hair/skin color/texture are beyond me. That can allow for decent disguise/distraction, but I can't make myself look like Brad Pitt or Orlando Bloom, and I've got no social skills.

What I can do:
Bypassing doors. You don't need a key. Just give me a few seconds to turn into a giant semi-amoebic blob of protoplasm, slide under, and unlock it from inside.

Squeezing information out of Republicans. A large predator holding their head in its jaws is going to make them talk.

Sneak around.

Fight.

37. One I thought of long ago

Ghost - can turn himself invisible, intangible, and has limited teleportation ability.

The idea being he is employed by the CIA, but knows nothing of his past, till he has an attack of conscience on a mission and goes renegade. Kind of a loner anarchist type who swears a lot. I also like the idea of him fighting with a staff for some reason, like the Rangers on Babylon 5.
