In both cases, there is a plot that's servicable but beside the point. It's essentially the same joke told over and over again.
In Dodgeball, it's seeing someone get smacked with a ball (or wrench).
In Snakes on a Plane, it's seeing people get bitten on the ankle, chest, neck, and eye by snakes.
The funny thing is, in both cases it works, and they could just cut out all the story and paste together just that joke happening over and over and it would still work.
