If he's leaning over the salad bar or walking around a courthouse, museum or post office, etc. - places that I just think require nipples to be covered (unless nursing, and even then you can't see them)- men should wear a shirt. If they want to wash their cars, parade up the street in their neighborhoods or paint their houses with a thong and a bare chest I don't care.
I do have a neighbor who goes shirtless no matter what he's doing and regardless of the temperature, and I must say he looks
silly - like he's showing off his once firm tummy, but whatever - his choice. My husband always makes some disgusted crack about him when he sees the guy, for instance, getting the mail in a pair of 70's tight shorty shorts and his wispy chest hair standing in for his shirt.

I think it's a matter of what's appropriate and there are places where it is totally inappropriate to wear half an outfit.
