what state(s) border Washington DC?
Is it wholly "inside" Maryland, or does it also border on another state?

The only state it borders by land is Maryland.

5. It's a notch out of Maryland
but originally, it was to be on both sides of the Potomac, on land given by Virginia and Maryland. However, they only used the Maryland part of the land for the city, and the rest was returned to Virginia.

Arlinton, VA, is the city across the river from DC. It also has a lot of government offices, most notably the Pentagon.

The Wikipedia article has a map and explanation.

6. It used to be "inside" VA too...
There are still stones in VA that mark the original boundary of the District. You can find info here: http://www.howderfamily.com/travel/dc-1.html
