2. That really IS an interesting question.

We would be talking about responsible pet ownership, and caring for them, rather than declaring kittens illegal and sending them back out into the wild. We'd probably also be talking about addressing the central issue (where are all these kittens coming from), rather than decide to build a fence around our yard.
