So how long does it take before you can PM somebody?

I have something to tell someone privately, and I can't. How many messages does a person need?

I take this to mean that the same restrictions apply to PM, and that the administrators aren't going to say what the "minimum" number is.

New members are restricted from starting new discussion topics. We require you to first post responses to a few existing discussion threads before you are given the privilege to do so. We wish we did not have to enforce this rule, but we have found it very helpful to keep disruptors off of our message board. Please do not ask what the minimum number is; we won't tell you, and it's not very high. New members are similarly restricted from using the private messaging function or recommending topics for the Greatest Page.

I have tried to PM someone with 13 post, it didn't work ...

however you can receive - so it's somewhere between those two numbers ... 13 & 49

7. Did you get a message saying your Inbox is inactive?

I had plenty of posts the first time I tried to PM someone, but I had to go to Options in my Profile (or somewhere in that neighborhood) and change my preferences to activate my inbox. Maybe that will work for you.
