The new rules are aimed at presenting a positive image of the city ahead of China's largest sporting event, the National Games, which will be held there next month, sina.com website said, citing the Nanjing Morning Post.
The 10th National Games is expected to attract a large number of visitors from all over China to the capital of the eastern province of Jiangsu, the reports said, citing government officials.
"Strange" haircuts are also banned under the rules, and female cabbies who wear too much makeup will face criticism.
Those who refuse to pick up short haul fares, or kick passengers out mid-way through their trips, will have their permit suspended for 15 days, the rules indicate.
Taxi drivers in the city are also urged to be civilized - including dressing neatly and using polite speech.
The rules are part of a 10-point guideline which also encourage cab drivers to not take intentionally longer routes, stop in illegal areas and smoke in the taxis.
