but, I'm not from the area.

I've also heard Loo-uh ville.

for a Kentuckian..... Frankfort is the capital! :)


But on to the pronunciation part: It's hard to explain - Loo' vuhl (only you kinda "swallow" the loo part..)


While we're on the topic of pronouncing cities - New Orleans is the other most mispronounced, I think.

Nor' lins is the "proper" way.... :)
