Seriously, it seems like an odd thing to do. Was he pissed off? Was he just goofin'? Was he mad at a reporter that asked him a question? Why? Doesn't he realize that flipping off a camera like that only gives you the appearance that you are telling the audience(in this case Texas?) that you want them to fuck off? What a strange man and an embarrassment to our country.

It appears he was much younger then...was this when he owned the Rangers or before that (likely)? Was it when he was governor (less likely)?

When was the video shot? Why was it shot? Was it a press conference? Why did he make the gesture?

It was while he was governor, and he was waiting for an interview or something to start. They were rolling the camera - waiting for the cue to start. Bush was being "cute" - and flipped the camera off then yukked himself up. He then said something about "the one finger salute"...
