I had a hard day. Feel sorry for me.
So, we're working on a huge construction project for my school district - probably about 40 million total. The biggest ticket item is renovations to the high school campus, which we're breaking down into 4 campuses (is that a word?). An Arts school, the Academy, a K-8 elementary and a day care. We spent 7 hours total with reps from all the schools, architects, mechanicals, operations people from the district - 26 people in all. The superintendent was SUPPOSED to be there for the day, but only stopped in for maybe an hour total. We discussed all sorts of issues throughout the day - did we need a second cafeteria and kitchen? Which schools needed to be housed in new buildings? Which schools could be housed in the existing building with modifications? Were there enough classroom spaces for the 18:1 ratio required by the new schools? ETC ETC ETC. Seven hours.

So, we're wrapping up for the day with a plan that's really starting to take shape, and the superintendent comes in and realizes she doesn't like it. No background; no experience with what we'd struggled with the whole day. Now we're back to first base.

Jeez, what a fucking waste of time. I am so fucking pissed.

Excuse the language, but Damn. I've got so much to do.

1. Is the superintendent empowered to make such a decision?
Wouldn't it be the school board to give approval/disapproval?

2. They don't get it until it's ready to present.
That's like months away. This is all "preliminary" design work. Which sounds like it's really easy - but it's the most difficult part. All the considerations for electrical load, program accessibility - hell, even down to the soil studies, use of playfields, whether or not to consider artificial turf for the football field. None of that goes to the board until we're ready to bring them a recommendation.

AAAARGH!

I guess I really have to talk to her. What I want to say is that this is probably the single largest expenditure she's going to make as a superintendent, and it's REALLY IMPORTANT that she be there when we're discussing these issues.

For example, she was upset that we added a second kitchen and cafeteria to the site. But we had discussed that AT LENGTH and determined that it was necessary, due to the number of students, the capacity of the existing cafeteria, and the capacity of the existing kitchen. AND it's a closed campus.
